I know that there is a test program check_data.f90 to read the header of ARL data, but could you please tell me how to modify the program to read some variable, let's say UWND at some point and write it into a txt data?

The program check_data.f90 (chk_data.f) unpacks all the meteorology fields, but it does not write them out. You can add a test for UWND and write the field.
