GDAS data limitations

Dear All,
1. Does the following text mean that the user can not simulate the concentration of materials with 10 m-AGL source term release height by using GDAS data?
"For historical reasons, the model sets a minimum value for the PBL height. The default is 250 m and it is related to the typical vertical resolution of the meteorological data used to run HYSPLIT [e.g., Global Data Assimilation System (GDAS) or Eta Data Assimilation System (EDAS)]"
2. Can use the uncertainty of the concentration calculation instead of concentration calculation error?

please forgive me for my unsuitable question.
My question is: could I use the results of the ensemble section in the GUI instead of concentration calculations error?
and if I can't, is there any other solution to finding concentration calculation error, like another codes that express the calculation errors?

Yes, the various concentration ensembles give an estimate of the error. There is no code itself that gives the error.
