Yes, you can put multiple locations in the CONTROL file.
If you are using the EMITIMES file for emission, it should have corresponding locations as those in CONTROL.

In the section (16.5) about to create the emissions file, the HEAT column had zero values, in the case of the fire simulations, is the HEAT data essential for calculations or can be also zero?

Heat will be important to calculate releae height for smoke emission (see section 14.1).
The example in 16.5 is for volcanic ash applications where the emission heights are explicitly provided in the EMITIMES file. In this case, HEAT is not used.
