Entry point not found

I have installed the HYSPLIT model for 64 bit and the related softwares on Windows 7, 64 bit machine. But while running HYSPLIT model I am getting the following error.
' The procedure entry point ucrtbase.setlocale could not be located in the dynamic link library api-ms-win-crt-locale-l1-1-0.dll"
Need help to resolve this.
