Why the percentage exceeds the 100% in the windrose?

Hi, Sir,
On this website http://www.ready.noaa.gov/ready2-bin/wndrose2a.pl, I shaped a windrose of Spet.16,2013 NAM12KM, from 15pm UTC to 21pm UTC, but one percentage is 105%. I am confused about it. Could you help me?

The issue here is that the interval for the 5 rings was not calculated properly so that the last ring was set at 105% (notice your shaded slice is less than 105%). We modified the program to give better values for the rings so that your plot now looks like the attached.
