The plan seems reasonable. However, one cautionary note. With a WRF grid spacing of 100 m, and with HYSPLIT currently capable of a minimum time step of only one minute, it seems likely that you will have flow regimes where the particles can jump one or more grid points during a time step. Not fatal, but a source of additional error.

With respect to the domain, currently there is no option within HYSPLIT for a non-georeferenced domain. They need to be conformal (Lambert, Mercator, or Polar) or lat-lon. One option would be to modify the wrf2arl program to turn the cartesian grid into a Mercator centered over 0-lat 0-lon. You would only need to force the grid definitions.
