I would like to know if there is a recommended way for converting from ARL to grib2.

I have an application in which a meteorology dataset in grib2 format is required, but there are missing files for a specific short time interval of that dataset.

However this missing files are available in ARL.

We do not have a utility that converts the ARL formatted file back to grib2.
You may be able to create your own utility to do this using the subroutines to read the ARL formatted file
and a grib library such as eccodes. Some helpful information may be found here
