You cannot read the .bin dataset because it is a binary file.

The data is in the HYSPLIT format and is used to drive the HYSPLIT dispersion model. You can find more information on the format of the data and how to use the HYSPLIT utilities to read the data at the following links:

ARL or HYSPLIT meteorological data format is not so popular as netCDF or GRIB, so it is not supported directly in most softwares such as NCL and GrADS. But MeteoInfo (which is free and open source) can read/write and display this data format. You can try it from this website: http://www.meteothinker.com/

I try to extract archived meteorological data but I don't know how doing to put GPS coordinates here.

Please see screenshot from earlier in the thread. Only you must use . for decimals not ,
You must put in lower left coordinate and upper right coordinate which will define a box in which met data will be extracted.
