Say I wanted to run the dispersion model at about ten to hundred times higher resolution than the highest available resolution input data (12 km).
What are my choices aside from WRF modeling?
If I have local meteorological data including heat fluxes, could they be used to set up a grid of the needed horizontal dimensions? aka around 10x10 km in this case.
Has anybody tried this before?

The good way to get high resolution met data for HYSPLIT is to run a regional met model (like WRF) in small grid spacing.
If you have your own met data, you will need to convert the data to ARL format. Details about the required variables (including surface level and upper levels) and file format are available in the user guide: http://www.arl.noaa.gov/documents/repor ... _guide.pdf (p48-53).
