Yes - you are exceeding the number of particles / puffs allowed.
That is what this warning in the MESSAGE file means.

WARNING emspnt: exceeding puff limit
HYSPLIT will not emit more particles after this limit is exceeded.
Please see the user guide on how to set the number of particles emitted and the
maximum number of particles allowed by the simulation.
You should increase the value of maxpar until you no longer see this warning in the MESSAGE file.

If you look at your MESSAGE file you will see that you exceeded the defined maximum particle/puff limit of 10,000. When you exceed this limit as defined in the SETUP.CFG file, the model cannot emit any more pollutant. Set your MAXPAR value in the SETUP.CFG file to a number larger than needed to run your simulation.

In Hysplit result of above two options, there is difference in concentration and contour image.
which one is proper or What particle numbers should i set to get proper results?
