The description of the ARL packed data format is in the PC HYSPLIT help file. A pdf of the file is attached here.

You can use one of the PC HYSPLIT utilities for reading and writing meteorological data as a starting point for writing your own program. Try using the chk_data.f program in the /hysplit4/data2arl/source directory of the PC installation of HYSPLIT.
