What time format is used in meteorological profile?

What time format is used in meteorological profile?

Hello,

We have meteorological profile: Image

As we see from the image Profile time is: 13 9 3 0 0, which represents date 2013/09/03 hour 0 minute 0.

What is the format of hour representation 0? Does that mean 00:00? If yes, which time zone is used? In readme file it says UTC, but what UTC? UTC+1,UTC+2,..?

It is important detail where I do not want to operate with wrong time stamps.

Can you please clarify what date in particular case mean?

That time is UTC time (UTC+0). It does not set the time based on the local location of the profile.
