How can i change grid location?

Hello pals.
I want to know how i change grid area location.
I'm using Hysplit windows version and i need to split specific area in 10720 number of grids.
specific area is from left below point (latitude : 33˚ 05' 00'', longitude : 125˚ 00' 00'') to right upper point(latitude : 38˚ 40' 00'' longitude : 130˚ 00' 00'')
each grid size is latitude 2' 30'', longitude 3'45''
and i also want to know which value should i change to simulate nuclear powerplant accident.
