Extended PM10 algorithm data

Hello
I want to use the extended algorithm(2nd approach) for modeling dust. I can't find the data I need. Could you please help me find out how I should get the data which contains the threshold friction velocity and area of each cell? I can't find the download link in NOAA which contains the text file or control file like this for each cell and each month.
