GRIB2 to ARL File

- How do I change a GRIB2 formatted file to a ARL type formatted file?
- Is there a program that will do this?
- Should I change from GRIB2 to GRIB1 back to ARL?

You probably know this, but some data in ARL format has been archived and is available at
