Run HYSPLIT Locust Forecast locally

Hello, I am trying to set up the HYSPLIT Locust Forecast model on my pc. My first question is if I can run that model locally? I have HYSPLIT downloaded on my windows pc and it's working but I am not seeing an option to run the Locust Forecast. Has anyone else tried this or know if it is possible? Thanks
