I'm not sure I understand what you want to do. You can set several concentration grids. So you can have a smaller fine resolution one around your release area and then a larger coarser one that covers a larger area. The concentration grid is user defined in the CONTROL file or through the GUI.

The meteorological files provided in the tutorial do not cover that time period. that is why you are getting that error. It should work if you just remove all the square brackets.
Also it is better if you run the command in your working directory.
Go to working directory and run
C:\hysplit\exec\conappend -iINFILE -osdump -c1
