The concentration grid is user defined in the CONTROL file or through the GUI.

It looks like you need to increase the span of your concentration grid to cover a larger area.

Try using winscp or similar.

The meteorological files provided in the tutorial do not cover that time period. that is why you are getting that error. It should work if you just remove all the square brackets.
Also it is better if you run the command in your working directory.
Go to working directory and run

C:\hysplit\exec\conappend -iINFILE -osdump -c1
