You may get a more meaningful error message if you run the cluster program from the Windows Command Prompt. Make the INFILE. Was there are file 'MESSAGE' written when you ran the conversion program? If so, I'd like to see it.

Try the program grib2arl. That is a more general program than the gfs2arl. The input must be in grib1 format, not grib2.

Open the INFILE in Notepad and verify the files exist. Make sure your "hours to cluster" are less than or equal to 96 (and >0). See if in the cluster 'working' directory there is a file "CLUSTERno".
