If you are referring to the "NCEP/NCAR Reanalysis" dataset on https://www.ready.noaa.gov/archives.php, the ARL ftp server has all 12 monthly files for 2020.

You can specify a process ID for each run. For example, "hycs_std 1000" expects CONTROL.1000, SETUP.1000, etc.

You might want to download meteorological data file using a third-party ftp client for Windows. There are many, for example, FileZilla, WinSCP, etc. Ensure your choice of ftp client supports passive connection mode. The ftp server is working fine. On Linux, I opened a terminal and ftp-ed to arlftp.arlhq.noaa.gov using anonymous and an email address for the username and password.

Could you examine the easy-install.pth file in your anaconda3 directory? The hysplitdata package is also included in the Hysplit distribution. Please follow the installation instructions as described in <YOUR_HYSPLIT_PATH>/python/install_linux.txt. Then downgrade pandas to version 1.0.1: see viewtopic.php?p=6248#p6248.
