Those messages indicate that the computational particle position is not within the domain of any of the meteorological grids that you specified in the control file (yours looks to be 20230118ARL). MHRS, TOUT are only pertinent to the trajectory runs and have no meaning for a dispersion run. Therefore the defaults may be different - e.g. 0. You need emissions data. The short answer is yes, it could be used that way. For most applications one of the keys is to make sure the meteorological data which provides the wind fields to HYSPLIT is appropriate for the question you are trying to answer. For your application, the HRRR with 3km horizontal resolution may work...

Was it the downloading time that was the problem? The conversion itself should be pretty fast. Unfortunately I'm not sure of how to solve the problem of long download times.
